The 25 percent cut on intra-ECOWAS flights
ECOWAS heads of state approved a supplementary act in Abuja in December 2024. It took effect on 1 January 2026. It requires member states to eliminate taxes not related to air transport and to cut passenger and security charges by at least 25 percent 3.
Ecofin Agency reported on 3 July 2026 that Côte d'Ivoire adopted three decrees in April 2026. The decrees amend its aviation rules to cut charges on intra-ECOWAS flights by 25 percent. The report names Côte d'Ivoire as an example. It says some states have adopted national legislation and others have yet to begin the process 3.
An earlier Ecofin Agency report, dated 8 May 2026, said Côte d'Ivoire cut passenger and security charges for intra-ECOWAS flights by 25 percent in late April 4. The decree numbers and the new amounts were not in the reports opened for this page.
Ticket taxes before the cut
Ecofin Agency reported in December 2025 that taxes on a regional flight from Abidjan ranged between 30,000 and 52,000 FCFA. The same report put taxes at Cotonou at nearly 93,000 FCFA for a regional flight 2.
The report said fiscal charges account for up to half of the ticket price in the region. It said the reform could lower fares by up to 40 percent 2. ECOWAS parliamentary experts gave the same estimate in July 2026 3.
Revised tax data must be submitted to ATPCO before lower fares appear in booking systems, according to the ECOWAS oversight committee as reported by Ecofin Agency 3.

Payment is by Visa or Mastercard. The fee is not refunded 1. SNEDAI says no refund is made after a biometric visa is refused 5.

The SNEDAI e-visa page says the visa lasts three months with multiple entries 1. The SNEDAI visa FAQ says the service issues only 3-month visas, with a possible extension of stay once in Côte d'Ivoire 5. Travellers should confirm the entry rule before they travel.
