Airport Infrastructure Development Charge

Ghana began applying an Airport Infrastructure Development Charge on 1 April 2026. Citi Newsroom reported on 2 April 2026 that the charge is GH₵100 for domestic travellers and US$50 to US$100 for intercontinental travellers 1.

Transport Minister Joseph Bukari Nikpe said the money will go to the airport sewerage system, a hotel facility and more parking. He said Ghana Airports Company Limited had not made broad levies or charges to upgrade airports since 2012. He said the sewerage treatment plant is 25 years old 1.

The reports opened for this page do not say who collects the charge or which legal instrument created it 1,2.

Conflicting reports on the amount

Sources give different figures. Citi Newsroom gives US$50 to US$100 for international travellers 1,2. The Ghana News Agency reported in February 2026 a proposed US$100 Airport Infrastructure Development Charge scheduled for 1 April 2026 3. Ecofin Agency reported on 8 May 2026 a levy of 100 cedis, or about US$8.87, on international round-trip tickets 4.

Ecofin Agency reported that PassionAir, the main domestic carrier, said it would apply an equivalent surcharge 4. Readers should check the taxes box on a ticket for the amount actually charged.

API/PNR fee and total charges

The Ghana News Agency reported on 13 February 2026 that an API/PNR fee of US$18 was introduced on 1 February 2026 3.

The Board of Airline Representatives Ghana (BARGH) said the new charges would raise total international passenger fees to US$173 one way and US$243 return. These totals are BARGH figures as reported by the Ghana News Agency 3.

Reaction from Parliament and ECOWAS

Minority members of Parliament's Roads and Highways Committee said there is no justification for the charge on international flights. Ranking Member Kennedy Osei Nyarko said passengers already pay for airport facilities and that the GH¢100 domestic charge is too high 2.

Ecofin Agency reported a letter signed by ECOWAS Commission President Omar Alieu Touray. It said the levies undermine regional efforts to lower air travel costs. ECOWAS says the levy conflicts with Supplementary Act A/SA.2/12/24 4. Ghanaian authorities say the measure will help finance the expansion of Kotoka International Airport 4.

The ECOWAS plan took effect on 1 January 2026. It requires member states to remove taxes not related to air transport and to cut passenger and security charges by at least 25 percent. In May 2026 Ecofin Agency described Côte d'Ivoire as the only ECOWAS member to have acted in line with the plan 4. In July 2026 it reported that some states had adopted national legislation and others had yet to begin 5.

Charges billed to airlines

The Ghana Airports Company Limited charges page for Accra lists landing, parking and lighting charges for aircraft in US dollars. It shows a lighting charge of $187.50 for international landing or takeoff at night. The page does not list passenger charges 6.
