The airport infrastructure development charge

ICAO's case study on Senegal says the government set up an Airport Infrastructure Development Charge, the RDIA, by decree n°2005-138 of 28 February 2005 1. It has been collected since 1 April 2005 1. The study calls it a pre-financing charge to be collected until the construction works of Dakar Blaise Diagne International Airport are repaid 1.

The study says departing or arriving international passengers were first charged EUR 30 1. The charge rose to EUR 45 from September 2007 and to EUR 54 from 2011 1. ICAO's study said in 2013 that the Senegalese airport development fee was the highest in Africa 1. The study was last updated on 12 February 2013 1. This site did not find a current official schedule, so the RDIA amounts here are historical.

Who sets and collects charges

Under decree n°2008-460 of 9 May 2008, the airports agency ADS receives aeronautical charges and the RDIA at the airports it runs, according to ICAO 1. User charges are set by the government and published by decree 1. The civil aviation authority ANACS collects aeronautical charges directly and a share of the charges gathered by the Agence des Aéroports du Sénégal 1. At the new Dakar airport, the operator was to collect all revenues and share them with the government through a concession fee 1.

The IATA Travel Centre page for Senegal says no airport tax is levied on passengers at embarkation at the airport 2. Ecofin Agency's fare test on the Abidjan to Dakar route showed taxes and fees inside the ticket price 5.

The ECOWAS 2026 cut

ECOWAS said on 10 December 2025 that all member states will abolish air transport taxes and cut passenger and security charges by 25 percent from 1 January 2026 4. The measure comes from a Supplementary Act on aviation charges, taxes and fees 4. The ECOWAS Commission monitors it through a regional oversight mechanism 4.

Ecofin Agency reported on 29 January 2026 that Côte d'Ivoire, Senegal and Nigeria had yet to publish implementing texts, which left the old situation in place 5. The same report said a fare test on the Abidjan to Dakar route for late January 2026 found taxes and fees of 257,100 CFA francs on a base fare of 218,100 CFA francs 5.

The Sun reported on 10 July 2026 that ECOWAS Director of Transport Chris Appiah said all 12 member states had begun the compliance process 6. Appiah said removing taxes requires revising national tax laws, as reported 6. This site found no published Senegalese text cutting the RDIA or other charges.
